In Switzerland, agencies that place staff for a fee and on a regular basis need a cantonal placement licence under the Employment Services Act (AVG); an additional federal licence from SECO is required for cross-border placement. The public register at avg-seco.admin.ch lists licensed firms. Fees charged to households are not capped by law.

In France, placement agencies need neither a licence nor a prior declaration: placement may be carried out for profit (Code du travail, article L5321-1), and no fee may be charged to job seekers (article L5321-3). Fees charged to households are negotiated freely. A household that employs staff directly declares them through the CESU; the collective agreement IDCC 3239 for private employers applies.
